Two Years after, the story of Edema Led Administration in Warri South continues……




To say that the Edema led admiration in Warri South local government which mounted the saddle May 2008 is redefining grassroots governance is stressing the obvious.

The question that abounds on the lips of many is how the administration is able to impact positively on the lives of people of Warri South local government in spite of the challenges posed by the huge monthly deduction at source for Primary School Teachers Salary? Coupled with the increasing daily burden of an urban council like Warri South.

To refresh our memory, the Edema Led Administration which places huge emphasis on environmental sanitation, staff welfare, infrastructural and human capital development inherited a debt of over N30million as well as two months staff salary arrears and debt owed contractors. But the managerial acumen of Hon. Matthew Mofe Edema and his team of executive, with the firm support of the Legislative Arm has rewritten the success story of Warri South local government.

LG lawmaker commends corps members over war against illicit drugs

The member representing Esisi ward in Warri South legislative Arm, Hon. David Eyitemi Oki has commended the 2009/2010 batch B&C Corps members for their relentless campaign against intake of illicit drugs.

The lawmaker gave this commendation in an exclusive chat with Fresh Angle at the Warri South Council Secretariat after assisting the Corps members to mount an anti-drugs campaign billboard at the Esisi roundabout in Okere, Warri. He enjoined the Corps members to take the anti-drug campaign to other areas of the city, even as he tasked them not to be dissuaded by detractors or threat.

The President of Anti-Drugs Campaign in Warri, Corper Patrick Nwigwidu, in a telephone chat with Fresh Angle explained that their aim is “to see a drug free society”. He noted that so far, the group which has 17 members have taken the campaign to Nana and Uwangue Colleges in Warri.

The mounting of the billboard which Fresh Angle gathered is in conjunction with NDLEA cost the Corpers sixteen thousand naira and was done June 12th.

Uduaghan will be unbeatable in 2011, Okudolor, House of Assembly hopeful declares

Member of Delta Water Ways Security Committee and House of Assembly hopeful in 2011 general elections, Chief Vincent Okudolor says Governor Emmanuel Uduaghan remains the candidate to beat as far as Delta gubernatorial election for 2011 is concerned.

Chief Okudolor who is eyeing the Warri South Constituency II seat in Delta State House of Assembly come 2011 noted that apart from Dr. Uduaghan’s wealth of experience in governance which span over 10years, Governor Uduaghan’s political savvy and the monumental strides recorded by his administration via the well laid out 3 point project forms a mountain that will be difficult to climb by other aspirants, particularly against the short time left before the 2011 polls will be conducted. He enjoined the “few who are opposing the Governor” to drop the gauntlet and join the winning train “being piloted by Dr. Uduaghan who is a crusader of peace”.

2011: Reyenieju advises Deltans to elect only credible leaders

The member representing Warri Federal Constituency in the House of Representative, Hon. Daniel Reyenieju has admonished Deltans to elect those who are fighting for the development of the state rather than those who are interested in their selfish interest.
Hon. Reyenieju made this statement in Warri during a grand reception held in his honour by the Warri Federal Constituency Women.
The lawmaker opined that Dr. Emmanuel Uduaghan is a governor that is interested in the welfare of the people “because all the projects he has embarked upon are people oriented project”, just as he asked the people to look out for people like the Governor when it comes to choosing their leaders.
He also encouraged the people, particularly the women to take advantage of the micro credit scheme and other programmes the governor has put in place for the people. Hon. Reyenieju advised women in Warri Federal Constituency to utilize the health facilities being provided by the state government.
Hon. Reyenieju also appealed to the public that whenever anybody is trying to execute very noble projects, they should always get across to the government agencies and find out the situation of the land and everything about it so as not to cross the part of government.
He also said that Delta State can survive without oil because the state is blessed with a lot of tourism potentials that is waiting to be developed, adding that “if we developed these potentials on a yearly basis the state will be a beehive tourism activities”.
The former helmsman of Itsekiri National Youth Council also enjoined all Deltans to live in peace and harmony as that is the only way that development can come to the state. He said no state can develop in the midst of crisis and war.
“If we have one love, if we don’t care whether you are Itsekiri, Urhobo, Ijaw or Isoko or whatever, that just all you need is to breathe the air and survive. If there is conducive environment, if there is no war, no bickering and no quarrel, then we can gather like this,” he stressed.
He also faulted the kind of federalism that Nigeria is practising, noting that the system does not give room for equal growth and development of the entire region in the country.
Hon. Reyenieju said; “My grouse on the development of the region is that we must not be cheated. What belong to us most come to us! But unfortunately, the kind of nation that we find ourselves in, the kind of federalism that we practice does not give room for equal growth and development. For example, your Governor knows that this road is bad and he wants to do it because he knows that it is Deltans who pass through it and he has to go to Abuja to take permission. Maybe in the next one year he will not get the permission”. He added, “I want to appeal to us to always find out and investigate thoroughly the situation of things before we go on purchasing any property”.
The Federal lawmaker advised those who are trying to make trouble anytime government wants to develop their place to be reasonable since the projects are people oriented project that will benefit everybody. According to him, “these are the benefits of access and accessibility. With access and accessibility, economic boom will become a thing of the future that everybody will be proud of.”
Earlier, Chairman of the occasion, Chief Walter Odeli, who represented His Majesty, Ogiame Atuwatse, the Olu of Warri, thanked Hon. Reyenieju for getting the federal government to not only approve the Koko/Oghoye road but also for flagging off construction of the road. “What we have been battling for, for donkey years, this young man came out, and did it for us. He is the David of our time. Honestly, I pray for day and night because I know the importance of that road”, he said.
Chief Odeli said that once that road is completed, traveling to Lagos would be very easy and as a result will open up all villages along the road.

He also revealed that the construction of the long awaited Omadino/Excravos road, which is a federal project, is already going on and he gave the credit to Governor Uduaghan and Hon. Reyenieju.

Governor is not playing politics with DMCP, Uduaghan’s aide declares

Executive Assistant on Micro Credit to Governor Emmanuel Uduaghan, Dr. (Mrs.) Antonia Ashiedu has declared that the Governor is not playing politics with the Delta State Micro Credit Programme, DMCP.

The Governor’s aide made the declaration Saturday July 10 at the conference hall of Governor’s office annexe in Warri while addressing a large gathering of various women groups from Delta South Senatorial district as part of her train the trainers’ course for women and other beneficiaries of the micro credit scheme in the state.

Mrs. Ashiedu while giving details of accredited micro finance banks partnering the state government in the first line of the interest free loan scheme in Delta South, expressed the state government’s displeasure at the non existence of micro finance bank in Warri North, Warri South West, Patani as well as Burutu North and South local government areas. She tasked people of the area to establish micro finance bank to give easier access to intended beneficiaries of the programme in these councils.

Dr. Ashiedu frowned at reports that some female groups such as Peculiar Women, Great Women and Strong Women in Politics are going about collecting money from people to be registered, adding that her office did not give authority to anyone or group to gather money for the programme. She stressed that no president should task its members for any processing fee, even as she noted that loan meant for each group cannot be shared, but utilized by the group to procure its goods meant for sale. While stating that items sold will determine the amount for the loan, the governor’s aide averred that programmes of this nature in the past failed because specific requirements were not determined and beneficiaries did not pay back.

Mrs. Ashiedu emphasized that the situation where intended beneficiaries are to form not less than 10 members and a maximum of 25 members does not apply to the physically challenged because the state government has offered waivers to the physically challenged not to have cluster groups before accessing the loan.

She explained that the second line of the loan scheme is being done in partnership with Oceanic Bank. According to her, the amount which ranges from 1million naira to 10million naira has 15% interest while beneficiaries are to part with 20% equity share.

The Hon. Commissioner for Youth Development, Rev. (Mrs.) Shola Williams, Barr. (Mrs.) Evelyn Aluta, Special Assistant to Governor Emmanuel Uduaghan on Women Development, Delta South, Mrs. Rita Yonwuren Esquire all spoke in same vein, admonishing the women to make judicious use of the loan.

Earlier in her welcome address, Delta South Senatorial district PDP Woman leader, Evelyn Avro, stated that Governor Uduaghan has put both the Institutional framework and fund in place for the success of the programme. According to her, DMCP is carefully designed to leap-frog Delta State into an active commercial territory. She posited that the programme which is designed to reduce unemployment in Delta State is “tailored to suit economically weak persons such as economically disadvantage persons, especially women, unemployed poor, the rural population and the urban poor”.

Newly elected National President of Christian Association of Nigeria, CAN, Pastor Ayodele Oritsejafor says he contested the CAN Presidency following pressures from Christian leaders in the Northern part of the country.

Pastor Oritsejafor who is enjoying his second tenure as President of Pentecostal Fellowship of Nigeria, PFN, made the disclosure Sunday July 11 while addressing members of his congregation. He revealed that he had to succumb to the pressure to run for the CAN presidency after the Northern Pentecostal Christian leaders told him in their third visit to Warri that if he refuses to heed to the call, whatever happens to Christians in the North regarding sectarian violence, he will be held responsible.

The widely traveled preacher who spoke with emotion laden voice with tears running down his cheeks, disclosed that the major things he intends to achieve are inter-religious harmony, peace amongst Christians and making sure that politically elected leaders deliver on their mandate.

Pastor Ayo who is also the founder of Word of Life Bible Church in Warri, Delta State declared that his victory at the CAN presidency is for the people of his church, Delta State, Niger Delta and the country at large.

Warri South Vice Chairman sues for sustenance of peace, as 2011 elections draw nearer

The Vice Chairman of Warri South local government, Hon. Charlie Etsaghara has charged politicians to sustain the hard earned peace in the Warri area and the state at large as the 2011 general elections draw nearer.

Hon. Etsaghara made the call in a recent chat with Fresh Angle at the Warri South Council Secretariat.

According to him, while everyone is constitutionally empowered to vie for any elective position, they should strive to shun divisive tendencies that can truncate the harmonious relationship between ethnic groups in the state and Warri in particular. He specifically commended the peace and security agenda of Governor Emmanuel Uduaghan and enjoined all Deltans to key into it to enable the “dreams of our forefathers in the state realisable”. The Warri South Vice Chairman averred that the various health programmes of Governor Emmanuel Uduaghan, including free health care for those above 70years as well as babies less than 5years, macro and micro credit schemes, dualisation of Ughelli-Asaba highway, on-going construction of Asaba International Airport, street beautification, street light projects and several other mega projects scattered all over the 3 senatorial districts in the state are among reasons why Deltans should return Dr. Emmanuel Uduaghan as Governor in 2011.

Omadeli, Nikoro get Peace award • Clears the air on Ifiekporo leadership tussle

The Universal Peace Federation and the Youth Federation for World Peace has conferred Youth Ambassador for Peace award to Prince Charles Omadeli and Mr. Patrick Gbesimi Nikoro.

The award which is bestowed on individuals whose lives exemplify the ideal of living for the sake of others as well as those who dedicate themselves to practices that promote universal values, strong family life, interreligious cooperation, international harmony and renewal of the United nations was conferred on them by Albert Esiri, a representative of the body June 27 at the famous Palm Groove Motel in Warri, Delta State.

Speaking to Fresh Angle recently on the award, Mr. Gbesimi Nikoro stated that it is a challenge to do more for humanity. He used the medium to congratulate Pastor Ayo Oritsejafor on his recent election as National President of Christian Association of Nigeria, CAN and posited that God will use him to strengthen Christendom in the country.

Meanwhile, Mr. Gbesimi Nikoro, the embattled Public Relations Officer of Ifiekporo Community has cleared the air in the leadership tussle that has engulfed the once peaceful Ifiekporo community in Warri South local government area of Delta State. He told Fresh Angle that the Charles Omadeli led Trust has the backing of the Olu of Warri and denied reports that they invaded the community and burnt houses as well as other valuables.

Mr. Nikoro challenged all those parading themselves as real leaders of the community to counter the Olu of Warri “who gave authority to the Charles Omadeli led Trust” instead of accusing them of wanting to burn their community. He alleged that top politicians who bought land illegally from the other faction are the ones instigating the crisis, having realised the true position of things. He affirmed that Pa. S. Ogoru Nikoro is the duly recognised Olare-Aja of Ifiekporo, while Endurance Odonghanro Bomele is the authentic youth chairman following the resignation of Gbubemi Mone and not the names being paraded by those he referred to as alien in the community. While noting that the other faction is stopping them from accessing their community, Mr. Nikoro warned that all those buying land from Bruce Menekpo, Lucky Edon and Okoturoh are doing so at their own risk.

Supporting Uduaghan is not a risk to me - Opuoru

In this exclusive chat with our Correspondent, the former U.S. based politician and technocrat bare his mind on the performance of Governor Emmanuel Uduaghan as well as his aspiration as 2011 draws closer. Except:


Critics are quick to say that Governor Emmanuel Uduaghan has not done enough to merit a second term, considering the amount that comes to the state as federal monthly allocation as well as internally generated revenue. What is your take on that?

Let me use this opportunity to put the records straight, at the height of the Economic Melt Down, people suffered a great deal in the United States of America. Hundred of thousands of people lost their jobs. You could see despair, frustration, sense of hopelessness and terror on people’s faces. Hundreds of people lost their homes and became homeless. People lost a lot of money in investment on Wall Street. The unemployment line grew longer. Both General Motors and Chrysler, one of the largest motor industry in the world faced bankruptcy. The sale of Toyota cars declined drastically. People became afraid to even spend their little savings because of the unpredictability of the economy. As a result of the economic meltdown, the prize of crude oil fell from 175 dollars to below 80 dollars per barrel. There was panic all over the world, the continent of Africa was most affected. Oil producing countries, including Nigeria became devastated economically.

The monthly allocation from federal government to Delta State was drastically reduced due to the sharp fall of the prize of crude oil. This is the daunting task the Governor of Delta State, Dr. Emmanuel Eweta Uduaghan faces on daily basis. How does he carry out his 3point agenda and at the same time fulfill previous contractual obligations with less money coming in?

These are challenges people fail to realize in their opinion about Governor Uduaghan’s administration, but I must add that in spite of these teething challenges, the Governor has performed creditably well in his 3 cardinal project in the last three years. Some of the Governor’s achievements worth quick mentioning are: Consolidation of peace to Warri and Niger Delta creeks, construction of Asaba International Airport and upgrading of Osubi Airport, which when completed will make Delta the only state that will have 2 International Airports. He is also embarking on the dualization of the 160-kilometer Ughelli-Asaba highway, Koko-Ugbenu-dual carriage-way, the Warri Industrial Business Park as well as the establishment of Independent Power Project. The Governor while launching Delta Diaspora Direct D3 at the United Nations Plaza in New York USA, appealed to Deltans in the Diaspora to come home and help build the state. Other notable achievements of the Uduaghan Administration includes: the launching of the Green Economy Initiative, Micro and Macro Credit Schemes geared towards poverty eradication, the Youth Empowerment through Agriculture (YETA), planned establishment of 4 new polytechnics to compliment the existing ones as well as the award of automatic scholarships to Deltans who attained First Class in their degree courses. Governor Emmanuel Uduaghan’s free maternal health care for children who are below 5years as well as for pregnant women and those above 70 years deserves great commendation by all well meaning Deltans and Nigerians in general. I must also note the free rural health scheme which was recently introduced by the Governor. He has also impacted positively on the lives of Deltans through DESOPADEC via the prompt and adequate released of funds to the Commission.

Don’t you think aligning with Governor Emmanuel Uduaghan at this early stage is a risk?

People have been whispering to my ears words like “why do you support the governor so much when the road never clear?” “The political terrain is unpredictable”. My reply to them is which road never clear? What risk? I left the shores of Nigeria when I was 23years old with only 600dollars in my pocket and I survived the streets of New York. That is risk. Supporting Uduaghan is not a risk to me. It’s the right thing to do based on his performance as the executive governor of Delta State. I strongly believe aligning with him is a blessing to me and the Urhobos in Warri area. I advice all well meaning Deltans to join our progressive train. He is our leader and a visionary that will propel Deltans into the 21st Century. I understand the frustration of some people due to the economic meltdown. My appeal to them is to be patient, the economy is picking up. I have a plan that will create at least 10,000 jobs. I have the blue print which I will disclose at the right time.

Delta LG Secretaries Okay Uduaghan for second term

Local Government Secretaries in Delta State has passed a vote of confidence on Governor Emmanuel Uduaghan, urging him to rerun for Delta State gubernatorial poll in 2011.

At its monthly meeting held in Ogbe-Ijoh, headquarters of Warri South West local government Wednesday June 30, the local government secretaries under the auspices of Local Government Council Secretaries Forum, Delta State declared that after a careful appraisal of the implementation of Dr. Emmanuel Uduaghan’s 3 point project, it resolved to unequivocally back the Governor to consolidate on his programme by rerunning for 2011.

The decision to back the Governor which was moved by Secretary to Ndokwa East local government, Ogbuefi Ben Orupete and seconded by Hon. Duke Ishegbe, Secretary to Ethiope East local government received the backing of the Chairman of Warri South West local government, Hon. George Ekpomupolo as well as all the 14 local government secretaries cutting across the three senatorial districts that graced the monthly meeting.

The meeting which was presided over by Hon. Emmanuel Golly, Secretary to Warri South West local government witnessed the cameo appearance of the Chairman of Warri South West local government, Hon. George Ekpemupolo. The Warri South West Council boss, who observed the resolution, thanked the secretaries for sustaining the unity in the state and enjoined them to mobilized grassroots support for Dr. Uduaghan’s return bid.

Secretary to Warri South local government, Dr. Austin Uroye who spoke on behalf of others, commended the Warri South West local government chairman for constructing an ultra modern secretariat in the council.

In a 5 point communiqué issued at the end of the meeting, the forum noted that the recent visit of President Goodluck Jonathan to Delta State has put “ all detractors to shame”, describing the visit as an unparallel display of statesmanship. The Forum also promised to synergies with the local government chairmen to take the one man, one vote campaign of Dr. Emmanuel Uduaghan to the grassroots, just as it enjoined all Deltans to put tribal as well as personal differences beside and support the Governor’s re-election to enable him consolidate on his achievements so far.

Delta Guber 2011: • The best our accusers can do is to head for tribunal – Okowa

If the mammoth crowd that thronged the Oleh township stadium Tuesday June 29 for Delta South campaign flag off for Uduaghan 2011 is anything to go by, then the opposition will have to dig deep to wrestle power from the Ibori/Uduaghan structure that has held Delta State Politics since 1999.

While the opposition are quick to allege that the crowd is rented and mobilised by aspirants who are presently not incumbents, the confidence of organizers of the rally was clearly shown in their various addresses after witnessing an elaborate procession by supporters of the different aspirants mostly from Delta South and Central Districts. The state chairman of Uduaghan 2011 Campaign and incumbent Secretary to Delta State government, Dr. Ifeanyi Arthur Okowa in a display of braggadocio declared that the best those opposing the Uduaghan return bid in 2011 can do is to go to “the tribunal after January 2011 election”, adding that Governor Uduaghan’s Deputy, Professor Amos Utuama who is a SAN “will handle that”. Dr. Okowa who is heavenly rumoured to succeed Governor Uduaghan come 2015 by the Ibori political family, averred that efforts to “create a distance between the governor and our brother in Abuja has not worked”. According to him, people always tell lies on the pages of newspapers that Uduaghan is not loved by his people and stated that most Deltans are on the governor’s side.

Elder statesman, Chief James Otobo in a brief remark at the rally, disclosed that they have met the Chief Edwin Clark’s group severally on consultation. He quoted a Punch Newspaper publication credited to Chief Edwin Kiagbodo Clark that he has nothing against Dr. Uduaghan, claiming that the Ijaw national leader categorically stated that Governor Emmanuel Uduaghan is “eminently qualified to rerun”. While vowing to make good their one man, one vote in 2011, Chief Otobo enjoined all present to go and carry out the Uduaghan campaign in the grassroots.

The arrow head of the Uduaghan 2011 campaign in Delta Central, Chief Tom Amioku in his brief remark admonished the crowd not to be deceived by what they read on the pages of newspaper against Governor Uduaghan and declared that those responsible “will come back to us and queue in the line”.

Chairman of Delta North senatorial district for Uduaghan 2011, Chief Anwuzia in his declaration, stated that if Uduaghan does not come back in 2011, it will be difficult for Delta North to produce Governor in 2015. He averred that any Delta Northerner “who vies for Governor in 2011 will be excommunicated”.

The Chairman, Delta South Senatorial District for Uduaghan 2011, Comrade Ovouzore Macaulay had earlier in an opening addressed, thanked “leaders of Delta Central for the mantle of governorship handed to them” and promised that Governor Emmanuel Uduaghan will not disappoint. Comrade Macaulay while responding to criticisms that governor Uduaghan did not create industries, stated that, “it is not the duty of government to be in business”, adding that Governor Uduaghan is not just building for today, but tomorrow in his quest at creating the right business environment.

The State Deputy Governor, Professor Amos Agbe Utuama who rounded off the addresses, described Uduaghan as “the key to Delta today and tomorrow”. While promising that the best is yet to come for Delta State, Professor Utuama declared that Governor Uduaghan is a success story, developer and a unifier.

Fresh Angle investigations reveal that the Delta Central flag off which held at Isiokolo recorded low turn out, while improvement was noticed at Ogwashi-uku for Delta North before the overwhelming crowd that was mobilized at Oleh three days later. With these pros Uduaghan rallies, campaigns for 2011 polls in Delta State have indeed kicked off in earnest.

Energy Crisis: Uduaghan explains power generation plans

Governor Emmanuel Uduaghan of Delta State has rolled out his administration’s plan to tackle the state energy problem which is 900 megawatts short of its requirement.

Addressing a gathering of Deltans at Peabody Hotel in Effurun at the human rights inaugural lecture, the Governor explained that apart from embarking, “on the phased construction of the Delta State power grid transmission line from the Delta IV power station at Ekakpamre to Ogwashi-uku”, his administration has initiated an independent integrated approach to providing uninterrupted power to all nooks and crannies of the state. The Governor who was represented by his aide on Grassroots Mobilization, Hon. Solomon Edoja, disclosed that the state government has also commenced action on the construction of its own small scale power plant that will generate about 120 megawatts of electricity before the end of 2010. While noting the challenges faced by the state government, particularly by federal regulation, Dr. Uduaghan stressed that his administration has so far paid N15.9billion counterpart fund to the federal government towards the success of the National Independent Power Projects. The Governor also noted that his administration has completed 200 out of 350 on-going electricity projects, involving the construction and installation of 300KVA, 33/11KV transformer substations with accompanying overhead/low tension lines.

Fresh Angle gathered that out of about 1000MW power demand required in Delta State, only 100MW is available from the Power Holding Company of Nigeria.

Former Speaker of Delta State House of Assembly, Rt. Hon. J. F. K. Omatsone says he is still consulting with stakeholders on whether to run for Delta South Senatorial Seat in the 2011 general election or not.

The Special Project Director of Ogheye floating market made the revelation to Fresh Angle in an exclusive chat in Warri while responding to calls by certain groups and individuals urging him to contest the Delta South senatorial seat in 2011. Hon. J. F. K. Omatsone who described the calls as not misplaced, stated that the clamour by the Isokos that Itsekiris have given their turn to Ijaw does not hold. “The Isokos and Ijaw have gotten a taste of Delta South senatorial seat. The only tribe that has not gotten is Itsekiri, it is not good for one person to take all. The clamour by the Isokos that Itsekiri has given their own to Ijaw does not hold, in the Assemblies people have the right to go anytime. It won’t be a do or die affair, we’ll try to make people see reason”.

The former lawmaker affirmed that the Uduaghan campaign train for 2011 is not perturbed by the recent declaration of Ovie Omo-Agege for Delta gubernatorial race, adding that it is either the former SSG who took over from Dr. Uduaghan as Secretary to Delta State government did not get better consultation or did not listen to advise. He however quipped that Chief Ovie Omo-Agege has the liberty to vie for any position of his choice.

LGSC Chairman reiterates determination to improve local government system

The new Chairman of Delta State Local Government Service Commission, Chief Patience Nkem Okwuofo has reiterated her determination to inject policies that will bring about positive changes to the state local government system.

Chief Okwuofo dropped this hint while addressing local government workers at the commission secretariat in Asaba during the just concluded promotion interview conducted for council workers in the 25 local government areas of the state.

The chairman said the commission will soon introduce an in-house written test that will precede promotion interviews, stressing that only those successful in the written test would be invited for promotion interviews. She explained that the measure is to resuscitate the traditional values of effectiveness and efficiency and to inspire the culture of hard work and dedication to duties in workers.

The former DBS Warri boss maintained that merit will be the guiding ideal of the commission on issues affecting promotion of staff in order to usher in competence in the system. She advised workers to always improve and develop their capacity to deal with new challenges in the business of administration.

Chief Okwuofo told the gathering of workers cutting across all cadres of different departments that her administration is one that matches word-with-action. To make good her statement, she said those successful in the recent promotion interview will get their promotion letters two weeks after the exercise. The mirthful workers who could not hold their joy greeted the pronouncement with cheers, particularly against the backdrop of delays associated with release of promotion letters in the past due to bureaucratic bottle necks.

The promotion interview being the first to be carried out by the new board was conducted by panel headed by the commission chairman, Chief Patience Nkem Okwuofo, members representing the three senatorial districts and other principal officers of the commission, including secretary to the commission, Mr. Ben Chegwe.

Anyone who read statement credited to the new PDP National Chairman, Dr. Okwesileze Nwodo that zoning died 2002 in Peoples Democratic Party will read in between the lines and know that it is only a matter of time for President Goodluck Jonathan to declare his ambition to run for presidency in 2011.

This is more so, considering the high powered intrigues that led to the premature exit of Chief Vincent Ogbulafor as well as the consistent remarks of former President Olusegun Obasanjo that the Peoples Democratic Party did not zone the presidency to the North. Despite prophesy by Dr. Isaac Idahosa December 2009 in Word of Life Bible Church that Dr. Goodluck Jonathan should not be tempted to run for presidency after piloting affairs of the country for one year and the prophesied rumble that will occur in the ruling PDP, indications are rife that the former Vice President and Bayelsa State Governor will soon make his intention public. The role of Ijaw National Leader, Chief Edwin Clark in trying to woo minority ethnic groups in the North to give the South South geopolitical zone a chance to vie for presidency in 2011 has further heightened speculations that President Goodluck Jonathan will indeed run for presidency. The import of the President declaring to run in 2011 is already sending tongues wagging as far as Delta politics is concern. While there are speculations that the incumbent Governor of Delta State, Dr. Emmanuel Uduaghan may not get the nod of President Goodluck Jonathan to run for Delta guber race under PDP platform in 2011, supporters of the Governor has since debunked such speculations as baseless. They hinged their argument on the recent one-day working visit of President Goodluck Jonathan to Delta State as enough endorsement of Dr. Uduaghan to run for Governorship under the PDP platform in 2011, even though the gesture of the President remains the most difficult to interpret in modern day Nigeria. The optimism of the Ibori/Uduaghan Political family was echoed by Secretary to Delta State Government, Dr. Ifeanyi Arthur Okowa at the Delta South rally of Uduaghan 2011 campaign in Oleh when he said that “those trying to cause a division between our brother in Abuja and the Governor have failed”. Other speakers at the Oleh rally which attracted the largest crowd compared to those of Isiokolo and Ogwashi-uku alluded to Dr. Okowa’s postulation. The likes of Chief Tom Amioku were quick to add that members of the opposition who criticize Governor Uduaghan on the pages of Newspaper will join them when the chips are down and “queue behind”.

In as much as the opposition will have an uphill task to dismantle the 11-year structure built by embattled former Delta State Governor, Chief James Ibori, one thing that is very clear is that should President Goodluck Ebele Jonathan eventually declare his intention to vie for the Presidency in 2011, the Chief Edwin Clark’s group of Delta Elders and leaders which comprises of gubernatorial aspirants like Olorogun Kenneth Gbagi, Elder Godsday Orubebe, Rear Admiral John Kpokpogri (Rtd.) and other highly rated politicians who feel left out in the present PDP structure will be forcefully integrated into the mainstream of Delta PDP, because Governor Emmanuel Uduaghan who appears not to have anything personal against President Goodluck Jonathan will be forced to do political horse trading that will see the Ibori political family conceding vital positions to the Chief Edwin Clark’s group, which seems to have the backing of Mr. President. How these political gerrymandering will play itself and the way Delta State PDP will shape up with strange bed fellows remains to be seen as the impending drama unfolds.

Tinubu eulogises late Rewane, laments Warri crisis

Immediate past Lagos State governor, Asiwaju Bola Ahmed Tinubu has described prominent Itsekiri political icon, late Chief Alfred Rewane as a giant who will remain a beacon of this age.

The Action Congress Chieftain gave this description Friday July 2 at Nigeria Institute of International Affairs (NIIA), Lagos during the public presentation of the book “Warri” A focus on the Itsekiri”. According to the former Lagos State governor, Late Alfred Rewane stood for heroic qualities like courage, selflessness, humanitarian service as well as vision and noted “his role in the progressive movement of this country since his days in the Western Region under the great sage, Chief Obafemi Awolowo”.

He lamented the loss of lives and properties in the recent Warri crisis and advised the Itsekiris, Urhobos and Ijaws to place emphasis on issues that they have in common rather than highlighting their differences. “I cannot think of Warri also without looking at the recent past when bloodshed and disputes replaced its image as a cosmopolitan, intensely commercial and peaceful city, with the famous appellation of the “oil - booming city”. It had to do with disputes over land and history, over who owns the land and whose history is superior. That episode was marked by slaughter and slander, by fear and trembling, by plundered families and shattered businesses. I thought they all had a lot in common and suddenly war highlighted differences where harmony was necessary”. He added, “what I seek is an atmosphere of peaceful coexistence, not partisan rancour. If there is rancour, let it not degenerate into bloodshed on the streets”.

Senator Tinubu while linking militancy of recent years to the Warri war, advocated a rule of engagement that will see all stakeholders “come together and integrate blueprints, tackle rough edges, vent anger and frustrations and seek the common ground for generations to come”.

He acknowledged the primordial ties the Yorubas have with Itsekiris, particularly as exemplified in their language and the Oluship and quipped that the Ijaws as well as Urhobos also have strong ties with the Itsekiris.

Former Head of State and Chairman of the Occasion, General (Dr.) Yakubu Gowon in is remarks, appreciated the Itsekiri people for their contribution to the democratic process in Nigeria as well as keeping the country one and united. He declared that the Itsekiris have a strong capacity for handwork and noted the commitment they have for their culture. According to him, he found “these traits in abundance in the Itsekiri people who worked closely with me in those difficult years during which we fought for one united Nigeria”.

One of the contributors of the book, Chief Isaac Jemide in his remark, explained that “the presentation of the book is a joint effort between a young Itsekiri association and the father or elder counterpart in manifestations and appreciation of the leadership role, the Itsekiri Leaders of Thought has played over the years, not only in defense of Itsekiri heritage in particular, but in Nigeria Affairs in general”.

Chief Jemide, a veteran lawyer noted that the writing of the book “have been propelled, motivated and inspired by the need to remain committed to the core values and objectives of our organization to protect Itsekiri interest from unwarranted assault”.

In his comment, Editor of the book, Pa. J.O.S. Ayomike, described the book as part of their crowning experience. According to him, they have written things that they saw and participated in, including “things that have been accomplished here in Warri just as they were delivered to us by those who were true eyewitness”.

Earlier in a welcome address, the chairman of Itsekiri National Heritage, INH, Chief Willy Edema-Ofoni, noted “that previous arrangements to present the book in Warri fell through”. He however expressed delight that the change in venue provided a platform for the book to be launched at a “first class and fabulous center”, not “only to Nigeria but to the International community as well”.

Chief Edema-Ofoni explained that the partnership has exposed them to “high level techniques, discipline and commitment, involved over the past five years in the production efforts”.

The book, “Warri: A focus on the Itsekiri” written by renowned Warri historian, J.O.S Ayomike with contributions from Chief Isaac Jemide and Barr. Edward Ekpoko deals with the controversy over who owns Warri and was reviewed by prominent academia like Professor Tony Afejuku of the University of Benin, Professor Itse Sagay (SAN), Edoba B. Omoregie, Esq, Senior lecturer, Faculty of Law, UNIBEN, Professor Nesin Omatseye also of UNIBEN and Chief S.S. Obaro who presented chapter three of the book which juxtaposes textual materials and pictures.

Warri Industrial Park: State government vow to tackle all legal, community issues on land acquisition

The Delta State government has vowed to tackle all legal and community issues bordering on land acquisition on the site of the ultra modern Warri Industrial Business Park, WIBP.

This hint was dropped Wednesday June 30 at the Governor’s office annexe in Warri by the Honourable Commissioner for Lands, Survey, Urban and Regional Development, Barr. Raymos Bolowei Guanah during a stakeholders meeting held with officials of Arco Petrochemical and representatives of different communities expected to host the multibillion naira project.

The commissioner explained that those with already existing structures at the area of the layout that is not in tandem with the plan of the Industrial park will be relocated. He revealed that the state government has already approached 3 valuers to deal with such issues so as to pay compensation to those who will be affected. While vowing that the state government does not intend to take anybody’s land by force, Barr. Guanah declared that those developing the site of the park are doing so at their own risk. He disclosed that the name of the project may be changed so as not to give any community undue advantages over the other, just as he promised continuous dialogue to address all vexing issues.

The Project Director of Warri Industrial Business Park, Helen Emore in a brief remark appealed to all concern to make the project realizable.

Indications that the location of the project may generate controversies emerged at the parley when representatives of some communities, mostly those in the creek line expressed displeasure at not being incorporated in the proposed project which is still at its prototype stage.

The Olare-Aja (head) of Okere Community in Warri South local government, Delta State, Ogieboro E.F. Esisi says the annual Awankere festival which has been celebrated for over 500 years is a fertility festival where women, men and masquerades dance together without any fetish inclination.

The community head made this clarification in an exclusive chat with Fresh Angle Saturday July 3 at the Okere Market Square during the grand finale of the 8 market days event. He noted that the community has sustained the culture from generation to generation due to its believe in the philosophy behind the festival.

The Chairman of Uvwie local government, Hon. Peter Abugewa who was among dignitaries that graced the evening section of the final day of the event, particularly commended the hospitality of the Okere people. According to him, the way the various dance groups danced as well as the way the festival is organized goes to show that the Okere people have attained the height of discipline.

He explained that the peaceful organization of the festival is a way of keying into Governor Uduaghan’s 3 point agenda.

On his part, PDP Chairman, Delta South senatorial district, Hon. Kenneth Efejuku observed that people’s participation in the festival over the years “is dwindling because of Christianization of our culture”. He however quipped that the annual festival has harmonized peace and security around the area.

Hon. Efejuku who was one of the pioneer members of Delta State Waste Management Board expressed delight at the participation of a dance group from Udu and described it as an innovation in the festival. He advised neighbouring communities to try and stick to their culture in spite of modern civilization.

Fresh Angle reliably gathered that Ukpasha, the symbolic weep held by the masquerade and male participants of the festival represents the deity, Okiroro whose life is enacted during the Awankere festival. Community sources also explained that the staging of the festival during rainy seasons is due to the “therapeutic effect on all participants and spectators alike, as it washes off all sicknesses, ailments, curses and ill luck”.
Fresh Angle can also report that there are two different versions to the origin of the Awankere festival.

One version posits that its origin dates back to the later part of the 15th century when Ekpen, the Chief Warrior and founder of Okere introduced it, while the second version avers that a certain woman, named Mogboruko went fishing along the Okere creek, near Ajamimogha and caught a strange object which is a symbol of Okiroro in her fishing basket on three different occasions. Most Okere people however tend to stick to the first version due to the great similarity between the Awere were festival of Benin and the Awere were ritual enactment, an integral part of Awankere festival.

The climax of the final day of the Awankere festival is the ritual race run by the masquerades about 6:30pm when the first shade of darkness has crept in.

Police nab four jewelry thieves in Warri

Police in Warri have nabbed four thieves caught in the act of stealing gold chain from unsuspecting victims during a burial ceremony.

According to eye witnesses, the first set of thieves were caught in the early hours, while the second batch were caught toward noon.

They added that the incident has been occurring for quite a while now. According to them the suspects go to burial arena dressed in black and blend in the family pretending to be related to the deceased. Then while people are crying and mourning they will strike the suspecting victims.

According to an eye witness who identified himself as Mr. Ufuoma, the two boys were apprehended by the police about 8:00 am while they stole gold chain worth N54,000 from a woman who started wailing but no one paid her any attention. Mr. Ufuoma said “two boys were caught by the police around 8:00 am at Cemetery road. They were caught while they were cutting a gold chain from a woman. The woman was crying and nobody came to her rescue. The woman wailed that the gold chain cost N54,000 and the police later apprehended the suspects”.

Another witness who identified himself as Mr. Frank disclosed that the act have been going on for so many years but that on that fateful day the D.P.O announced that anyone caught in the act will be arrested, tried in the court of law and sentenced to the Okere prison. In his words, Mr. Frank said “this act has been happening for so long now. In fact when I came here, I met it happening. On Wednesday the D.P.O of A division in Warri passed an order that anyone caught stealing gold chain will be prosecuted in the court of law from there to Okere prison”.

On his part, Vice President of Igbudu Youths, Mr. Peter Akporego said “we are cooperating with the police to pursue thieves who are cutting gold chains from women and traders neck as well as wrist watch. Yes we are cooperating with the police and they need our help”.

Meanwhile at the same Warri-Sapele road an unidentified police nabbed a woman from a public transport bus for interfering with police business.

According to eye witnesses and co passengers, “the woman was pleading with the police men who were escorting a boullion van transporting money to the bank to stop harassing an okada rider carrying two passengers by beating him with gun so they arrested the woman”.

According to one of the victims of the police brutality, an okada rider who pleaded anonymity, the police men were beating okada riders with gun, when he interfered and was also beaten. He claimed that the woman was pleading on their behalf when she was arrested”.

All efforts by our correspondent to identify the police station the woman was taken to proved abortive. Our reporter was told by the various police command in Warri that no such case was reported to their station. In the course of our reporter’s investigation, she was threatened by one officer, John Ogbe.

Youths disrupt Gbaramatu youth peace meeting

Some irate youths in Gbaramatu kingdom recently disrupted the peace meeting called to settle the leadership tussle rocking the youth groups in the kingdom, leaving some injured while several others escaped death by the whiskers.
According to Mr. Tonfawei his life and those of his colleagues opposed to the recent conduct of election into the influential Gbaramatu Youth Council were in danger after the incident.
He said his ordeal is not unconnected with the on-going court case where the leadership of the kingdom was dragged to court over the recent election into the Gbaramatu Youth Council, GYC, conducted after a protracted power tussle in the kingdom in Warri South West Local Government Area of Delta State.
The Sheriff Mulade-led faction are allegedly opposed to stiff conditions that only university graduates can aspire to lead the GYC and is currently challenging the outcome of the election in court.
Tonfawei and other members of his faction said they escaped death by the whiskers at the premises of a prominent leader of the kingdom, Chief Jonathan Ari, where Ari and other members of the traditional council were appealing to them to withdraw their suit.
He further disclosed that the assault on them was led by a youthful title holder in the kingdom and other supporters of the eventual winner of the controversial election, which was held in spite of its legal implication.
He said, “the attacker demanded that we signed an undertaking that we will withdraw the suit from the court and agree to the demands of the council. What we said was that we needed to consult with our members too in order to decide on the appropriate response to the decision of the chiefs, who had told us that the king had already decided on the matter and his decision was final.”
Comrade Mulade who was absent at the peace meeting however revealed that he was the target of the attack, stressing that the plan was to either kill or maim him to prevent him from going on with the agitation.
According to him, he had barely left the venue of the meeting when the fracas broke out, noting, “It is pertinent to note that any kingdom that refuses to be free and fair shall become a jungle where only jungle justice will operate". He therefore appealed to the Gbaramatu monarch, Ogieh Gbaraun and the traditional council of chiefs to wade in and save the kingdom from the influence of those who only believe in the use of brutal force to resolve issues.

Gunmen attack treasury of Warri South West Secretariat

There was pandemonium at the new secretariat of Warri South West council, Ogbe-Ijoh, recently when unknown gunmen stormed the council, broke into the treasury and carted away undisclosed amount of cash.

The Council boss, Hon. George Ekpemupolo, who was taken aback by the attack, said modalities are already in place to fish out those responsible, vowing that they are going to face the full wrath of the law.

Fresh Angle gathered that the heavily armed men succeeded in breaking through the security doors of the cashier, treasurer and general accounts offices in the new secretary complex barely two weeks after the workers moved into it from their temporary abode at Ogbe-Ijoh Primary School building.

It was also gathered that one of the security guards simply identified as Lucky and the cashier were being held at the Ogbe-Ijoh police station as at the time of filing this report, while the treasurer who has reportedly made his statement at the station was released afterward.

Fresh Angle scooped that no reasonable cash was in the treasury when the hoodlums struck, thus raising questions as to the reason of the invasion and massive destruction.

Police sources confirmed the incident and arrest of Lucky, saying that investigation is on-going, even as the council boss, Hon. George Ekpemupolo declined to answer all calls and text messages forwarded to his GSM.

Ex-militants threaten showdown over perceived neglect

A group of ex-militants known as Movement for the Betterment of Amnesty Phase II has threatened to launch a new wave of kidnapping at the nation’s capital over perceived discrimination against them.

The group had through its leader, General Asor Tambor who is also the co-ordinator of the amnesty phase II ex-freedom fighters of Bayelsa and Delta gave the warning at Bomadi while briefing newsmen at the end of an inaugural meeting to select a body to run the affairs of the group in Delta State.

Tambor while explaining the group’s frustration accused leaders from the region of playing politics and being unfair with the post amnesty execution. General Tambor added that federal government made the pronouncement of amnesty to all genuine freedom fighters in the region to embrace with an offer, stating that since they laid down their arms as demanded by the government they have not undergone a genuine process of documentation and payment.

Tambor disclosed that the group comprises of entirely repentant freedom fighters from both Bayelsa and Delta States who have come under the aegis of the Betterment of Amnesty Phase II (BAPII) to form a forum to engender comradeship to deal with the myriads of challenges confronting their documentation.

He revealed that though they could not beat the October 1st deadline pronounced by the federal government, they expect that after laying their arsenal of arms and ammunitions, the government should at least pay attention to them, adding that they have nothing to fall back on. “We are not a confrontational group, we will engage the government to a dialogue and discuss on a round table and I believe Mr. President will understand us. Like I said, we are ex-freedom fighters, this we have demonstrated by submitting our guns to the government. If amnesty was extended to all freedom fighters in the Niger Delta, the package should equally be inclusive and extend same to everyone without discrimination. Federal government should also keep its promise”, he stated.

Tambor while pointing out the intrigues played by those ex-freedom fighters already favoured by the amnesty package, explained that they curry favour from the federal government to frustrate their efforts to be documented and become part of the amnesty programme. “If we are deprived, having laid down our arms, we will tell the Nigeria society and the international community that we are really the fighting force of militancy in the Niger Delta region. We will go this time, neither to the Niger Delta terrain nor oil pipelines, but to the nation’s capital and ensure that those ambassadors whose countries are exploiting oil in the Niger Delta are taken hostage,” he warned.

General Tambor however appealed to his group to exercise patience and watch government’s position on the issue, even as he urged other freedom fighters who have not laid down their arms to do so and embrace dialogue.

Urhobo community In Bomadi gets new executive

The Urhobo Community in Bomadi local government area has inaugurated an executive body to run their affairs after fifteen years of a lull.

The newly elected president, Mr. Sunday Ekohri, said it has become necessary for the Urhobos to conduct an election to select an executive that will pilot the affairs of the union after fifteen years. Sunday Ekohri maintained that time has come for the Urhobos in Bomadi to take active stage in projecting their interest.

He expressed hope and determination that his administration would inject positive changes into the union. Ekohri who attributed his emergence as the president of the Urhobo community in Bomadi to God’s intervention, added that with the constitution of the new executive, it has strategically positioned the body to effectively deal with issues affecting the Urhobos in Bomadi.

The president disclosed that the union which is the rallying point of all Urhobos in Bomadi is charged with the responsibility through dialogue to harmonize and reinvigorate the strength of solidarity among its members. He promised the Urhobo community that he would raise the union to an enviable height and make their presence felt in other spheres of life. He enjoined all Urhobos to always maintain the peace and good neighbourliness in their interpersonal relationships with their landlords and people around them. Ekohri described the Urhobos as industrious and peace loving people who always seek peaceful co-existence.

Corps member donates books to school library

Books and other instructional materials worth thousands of naira were recently donated by a corps member to the Esenaebe Senior Secondary School in Bomadi.

The corps member, Mr. Opoara Oduma Agbai with state registration number DT/09B/0373 serving in the school, made the donation of the books as part of his Community Development Service (CDS) to the school. The corps member while handing over the books to the principal of the school at the school library, said he was motivated by the desire to contribute meaningfully and to positively touch the lives of his host community.

Mr. Oduma Agbai who carried out his primary assignment as a teacher in the school, explained that his decision to give the school library a face-lift was informed by the need to invest in education, an area which he said would have an enduring legacy on the people. The Abia born corps member stated that he was satisfied and expressed happiness in achieving the feat in spite of the enormous challenges and frustration that stood in his way in the course of carrying out the project.

In his response, The Chief Inspector of Education in Bomadi, Mr. Joseph O. Edafeghwara commended the corps member’s gesture for reviving the school library. The CIE who was represented by a Senior Official of the ministry, Mr. Solomon Atabeh, stated that with the availability of the books, the library will improve and strengthen the standard of teaching and learning in the school. Edafeghwara advised other corps members serving in the area to turn their difficulties into opportunities and take a leaf from Oduma Agbai’s gesture, stating that it was done purely on humanitarian feelings. Edafeghwara therefore called on the principal and teachers of the school to make judicious use of the books to increase knowledge.

Lamenting on the dilapidated condition of the school structures, Edafeghwara woo sons and daughters of the area in positions of authority to come to the aid of schools in the local government area. He also drew the state government’s attention to that direction, noting that the best way to eradicate poverty is through education.

The Principal of the college, Mr. Yerin Yekuwe while receiving the books earlier described the corps member as exceptional, having distinguished himself worthy of emulation. Yekuwe expressed delight at the corps member’s gesture and thanked him for his goodwill.

The principal, who promised to make good use of the books to enhance knowledge, also highlighted some challenges facing the school to include renovation of the entire blocks of classrooms, manpower, desks, offices and toilet facilities. He described the NYSC scheme. as most laudable programme of the federal government, just as he advocated for the review of their allowances.

The NYSC Local Government Officer, Mrs. E. B. Okhifor in her remark, said the corps member’s gesture is in line with the mandate of the scheme where corps members are expected to carry out self help projects as part of their service to their host communities. She commended Oduma Agai for making the scheme proud, even as she enjoined the general public, philanthropists and organizations to always assist corps members.

Lack of enabling law may delay take-off of new polytechnics, commissioner hints

The chairman of the committee on the establishment of four new polytechnics in Delta State, Mr. Hope Eghagha recently dropped hint that lack of enabling law on the establishment of the schools may delay the quick take of the 4 institutions.

The committee chairman made this remark in Bomadi while addressing a mammoth crowd at the palace of the Amananaowei of Bomadi mein kingdom during an inspection of a permanent site made available by the people of the community for the institution.

Mr. Eghagha disclosed that though government is doing its best to put the needed infrastructure in place for the quick take off of the school by October next year, he however noted that lack of an enabling law by the State House of Assembly to back up the establishment of the four new polytechnics is required to breathe life into them.

Mr. Eghagha, who is also the Delta State commissioner for Higher Education, explained that the polytechnics cannot function without the backing of a law empowering the appointment of provost, rectors and other authorities of the institution. The committee chairman declared the present administration’s readiness to implement to the letter the three point agenda of human capital and infrastructural development through education, adding that “the establishment of the four new polytechnics in the state is not a mere political statement”.

He explained that, “the benefits of establishing a higher institution in a place can never be overemphasized in view of the huge socio-economic expansion and the multiplier effect it would create in its host community”. He appealed to the people, particularly the youths for their full support when work eventually starts.

Speaking at the permanent site where the community provided a 3 square kilometer of land for the institution, Eghagha said he was satisfied with the sites and promised the people that work will simultaneously commence in all the four new polytechnics spread in the 3 senatorial district.

On his part, the Amananaowei of Bomadi mein kingdom lauded the executive governor of Delta State, Dr. Emmanuel Eweta Uduaghan for sitting a state polytechnic in Bomadi, headquarters of the local government area. The traditional ruler and members of his Council of Chiefs expressed the people’s willingness to co-operate and support the state government effort at ensuring that the institution comes on stream.
The Amananaowei however urged the state government not to politicize the establishment of the schools, even as he appealed for its quick take off.

Other members of the committee are Prof. B.I.C Ijomah, Prof. B.I.F. Peretomode, Dr. A.D.A Ighoroje (Mrs.), Chief (Mrs.) Roselyn Egborage ¬ and Mr. S. P. Ukperi, Permanent Secretary, Ministry of Higher Education who is serving as Secretary of the committee.

Lawmaker vows to empower youths

A member representing Oron Federal Constituency in the Federal House of Representatives, Hon. Linus Umoh has vowed to continue with the empowerment of youths in Nigeria to ensure their good standard of living.

Hon. Umoh who is from Ape Amamong, Okobo in Akwa Ibom State made the statement recently while concluding arrangement for the sponsorship of eleven (11) students into the Petroleum Training Institute (PTI), Effurun, Delta State.

The law-maker who was the first executive chairman of Okobo local government council and one-time speaker of the Akwa Ibom State House of Assembly stated categorically that the youths are leaders of tomorrow and as a result, they need to be properly catered for especially through learning and development.

The astute politician also told newsmen that he has sponsored sixty-two (62) students into the Maritime Academy, Oron in view of the strategic nature of the maritime industry to the Nigeria’s economy.

Umoh who was the former Akwa Ibom State Party Chairman of the defunct NCPN and also former member representing Oron Federal Constituency in the Constituent Assembly used the opportunity to call on other law makers and well meaning Nigerians to assist with the development of youths in order to put in oblivion, the issue of youths restiveness and aggressiveness because an idle brain is the devil’s workshop.

Importance of International Public Relations

In spite of information and communication technology (ICT), writing remains the key to public relations practice nationally and internationally. Hence the practice of public relations distinguishes professional communicators from amateurs. It is true to say that all of us know how to write and speak better than our colleagues. In essence, communication that is effective writing and speaking is the last of the practice of public relations. Furthermore, it means that the ability to write easily, coherently, and quickly distinguishes professional public relations practitioner from others in organizations, as well as nationally and internationally.

It is crystal clear that the practice of public relations currently is assuming a more sophisticated dimension. From records, no company, institution, or government wants to rest on its oars. In other words, every organization wants to be working properly to attract a good measure of recognition from within and outside the shores of its country of operations. It implies therefore that no corporate entity or country would like to tarnish its image or remain irrelevant in the scheme of things. Based on this, there is huge investment in various public relations activities the world over.

However, with the increasing participation in external or international trade and multinational business activities by different international organizations and countries, the importance to understand the different types of communication needs of the international boundaries is becoming very important. It is proper to say that no two countries can be the same; this is because they must have two different markets. To this end, a country must try as much as practicable to understudy and get acquainted with all the information needs of some countries. In order to execute these properly, there must be need to map out the various systems to apply to reach target audiences at the international level. This is necessary because international trade contributes immensely to the total economic activity in the world. A lot of trade crosses international border each year. The role of trade in the economy varies from one nation to another.

No doubt, efficient and effective international public relations management is important for the development of international trade and governmental relations at the international level. This is because in recent years, the public relations activities of multinational organizations, religious organizations, the tourism industry, tertiary institutions, governments at all levels including the media industry have gone beyond national boundaries. It is therefore appropriate to say that for such activities like trade and commerce to prosper, the difficulties of communicating verbally and symbolically across national and cultural borders must be overcome. This, therefore, is the proper role of professional public relations practitioners.

With the expansion in business and subsequent international spread, it has become necessary for multinational organizations to start applying PR methods and techniques in educating the foreign markets in order to create the much needed knowledge and understanding. This is because it is only when such foreign consumers know about your country and its products/services, activities, history, and the level of commitment to their cause that they will now align with your country or organization.

Obviously, international public relations is such a highly demanding and complicated area that one can’t just step into. In order to function efficiently and effectively, the professional public relations practitioner must be equipped with all the facts and other necessary ingredients needed to blend well with all the forces operating in the international business scene. It is true to say that many organizations that had already stepped into multinational business are confronted with the difficulties of operating smoothly in such foreign markets. Some of them have realized that international trade is not at the same as domestic business. International trade is more complicated, conditions of competitions abroad are often unfair, and barriers not found in domestic markets encumber the potential overseas trader.

The international public relations practitioner needs to know that international business activities tend to be moderated by four major environmental factors. First and foremost is the economic factor. This is absolutely necessary for the public relations executive or adviser working for an organization planning to go international should examine the economic growth trends, inflationary trends, balance of payments, and financial as well as labour institutions of the new host countries. He also needs to understand the nature of some requisite facilities such as transport, communication, electricity, water and housing. He needs to work hard to win the goodwill and support of some international bodies like the European Economic Community (EEC), European Free Trade Area (EFTA), Latin American Free Trade Association (LAFTA) and others like Southern African Development Community (SADC), Economic Commission of Africa (ECA), and the Economic Community of West African States (ECOWAS). The public relations executive (PRE) must also know about the social –cultural environment, in other words, customer behaviour as it concerns product changes and/or different marketing strategies. Others include political and legal environment as well as technological environment.

Whatever the case may be, it takes a lot of tact and professional proficiency to effectively handle international public relations programme. An efficient and effective international public relations practitioner should be able to interpret and analyze trends in the international market or environment, and promptly predict their consequences to his home government, company or client with a view to keeping its business interest going on. The professional public relations practitioner should be able to project an institution or government’s corporate image beyond the national frontiers because such activities often include those multifarious communication activities carried out in foreign countries on behalf of a company, government or clients. Now that the federal government of Nigeria is talking of rebranding, we need the services of professional public relations practitioners to help us market, project and protect the country’s image beyond boundaries.

The international public relations practitioner should know that reputation of his country or business organization is absolutely necessary internationally. It should be noted that the reputation of a country or organization has three elements, image of different types, identity and personality. Image is the perception of various stakeholders; identity is what the organization or country says its reputation is, while the personality is the country’s or company’s culture, set of actions and the way it behaves.

Finally, international public relations practitioners should therefore perceive themselves as agents of change because the prime responsibility of the PRE is to interpret the client, that is, its organization and the government to the relevant publics and vice versa. In fact one of the cardinals attributes, or indeed the cardinal attribute of a well rounded PRE is his ability to communicate the right information at the right time, using the right or relevant medium or media.
